Why would they need a codex entry to do it? Garrus is not sexually attracted to FemShep; the relationship is built purely on mutual respect. I don't see how it would be any different for BroShep.

Because Garrus isn't the fetish type, as evidenced in his romance with Femshep. He, several times, pointed out that it was something he was willing to do Just for Shepard. Homosexuality is one more barrier to cross on top of being cross species.
Seriously, Almost any other character but Garrus makes more sense. Tali, Kaiden, Liara, Thane, Jack, Samara, Vega, Kasumi, Joker, Jacob.
Really only Wrex makes less sense and Zaeed doesn't even count at all. Ashley doesn't either because she keeps it strictly hetero in her conversations with femshep.
Players have had two games for Garrus to express his feelings or for Shepard to express his. In two games it hasn't happened. It has either stayed platonic or hetero.
Garrus, Wrex, and Ashley don't make sense because none of them had anything remotely close to a sexual conversation in ME1. Kaiden had that suggestive conversation start cinematic, Liara hits on you no matter what gender you are, and Tali is romanceable in ME2 and has her whole suit linking thing for femshep.
To go back on that is to rewrite two games worth of character development. If Bioware just suddenly said "Surprise! Garrus/Wrex/Ashley is gay!" that would make no sense at all. It would be a literary cop out.
I can see it now:
Fans: We want SS!
Bioware: Alright here you go! Garrus was in the closet the whole time! And guess what?! Wrex has actually loved your forehead from the moment he saw it! Ashley is actually fascinated by your curvy figure without ever telling you anything in 80 hours worth of game!
There are some characters it would work for, as I said. Garrus is not one of them.
