Neither one is good. Left looks like a animated character from Final Fantasy series (Good looking, attractive with an edge but unrealistic model). Right looks like a character from Dragon Age (Not as good looking as the former and she doesn't look a character that fits in the ME universe). In my honest opinion, they had the best job done for femshep in ME2. The realism is there and CC is better than what is shown in ME3 demo. 2. Her facial structure is not sharp or chiseled enough. The concept artwork provided has a strong, clear chin and jaw. The default facial model has a much more rounded face. It almost looks like she was created in the character creator.
3. The texture quality is subpar. It looks like they used Complexion #3 rather than a texture built from scratch (aka one used on Sheploo and other primary characters).

I have to respectfully disagree. One of the reasons I think she ended up looking so off is exactly because they tried to follow the CONCEPT ART (look up definition) to the letter.TheKillerAngel wrote...

Should have been: redhead, messy bob hairstyle, green eyes, some freckles... all check.
Now with these in mind, deliver the best, most realistic-looking Femshep, au pair with Sheploo and the best-looking NPCs. Instead, we got a hybrid of Bambi and Cheetara.
Edit: I know what you're trying to say, though I think you might be looking at this from the wrong angle. I'll explain:
Sheploo is the iconic male Shepard - much easier to make concept artwork after him. The opposite, not true. Case in point, Femshep. Imagine we had the new Default Jane since ME1, and you are now shown this piece of artwork. Would you say that they look exactly alike...? (aside obvious details such as eye/hair color, hairstyle etc). I don't think so...

this realy makes me sick, you can see who gets the love here and who not. Male Shep is a weathered veteran, grows older. Fem Shep looks like an 18yr old girlie... with no details whatover, heck even Vega and Ashley got more detail-love here...

The second pic that Xtreme linked is actually using Ashley's facial textures, which is why it looks so unique. There's also a few faces utilizing Kaidan's textures for Male Shep, which is what I use on mine. Personally, I think these two textures make for some really good looking Shepards.

If you look at sheploo's face at the same point it looked a little bit off as well. only for a split second though.

I think the most jarring thing for me is her makeup. There's so much of it and the lips are so dark it look strange. Also, when you're as busy as Shepard is how in the galaxy does she have time to put all that on?
It just seems OOC (maybe just for my understanding of femShep?). But it makes me picture her being like, "Wait. I know the ships under attack! I'll be there in a second, just got to finish my makeup!"
