At the beginning of the game, Miranda is emotionally detached and relatively cold, but as it progresses, you learn that she is quite loving and caring, and very protective of the people that are close to her, and Shepard just became one of those people. In the end, it feels like a genuine romance.

Pretty much what I would say.
Second close is Jack. Her Loyalty mission and romance also good and show character progress but Miranda wins with her last line.

I believe he was referring to the promise dialogue.

Oh nope, I love how she puts TIM in his place during Suicide Mission. Not romance related but my favorite moment in game.

Oh yeah

Mass Effect 2: Kelly Chambers
I have many playthroughs, but plan on importing my Kelly playthrough first for ME3.

Kaidan - I liked his attitude, in both games, and I liked his humor, back story and comments through out the game. I also like Raphael Sbarge's voice.
Jack - was unexpected. I only did the "paragon" romance and I found it very sweet.
I actually liked all of them, (didn't romance Tali). Even Jacob was ok, once I got past the first couple of conversations, and that was BioWare's fault for making Shepard sound awful. If they had been able to separate renegade/paragon comments it might have worked, but none of my Shepards would ever have used that tone of voice on someone they hadn't known for a long long time.

I found Tali's romance most stupid one. I was romancing her to kill her so my loser shep can continue his trend of loosing lovers. If there was a chance I could kill her during her romance lines which all sounded same. Are you sure? Are you sure? Are you sure?

from the voice, his bashful Flirting, to his deadcation to doing the right thing, i even forgive him for Horizon. he is just a good guy, nothing to fix [ Shepard doesn't need to play Dr Phil]
it's not a one night stand[ Garris] or a Guilt thing [ Thane] or about the looks [Jacob] it just simply is.

I like Tali as a character, but I never saw her as a romance option. And i didn't care for the idea that Shepard could treat her like crap in ME1 and she would still romance him in ME2. She needs therapy for that.

Say what you wish about Miranda as a character (I love her), but you can't deny that her romance is very well done.
