A lot of close friends of mine in the military are very attractive women. Makeup isn't against regulations necessarily, different units have different SOPs. It isn't encouraged, but you won't get more than a slight chewing out if the NCO/Officer has issues with it.
How about you wait to see how she behaves before you make shallow comments?

Here's hoping the modding community can give Ash a real Alliance uniform to walk around in rather than that survivor of a Crayola explosion she's currently stuck wearing.
Kaidan, being a guy, seems to have avoided that fate.

I think they changed her look for a few reasons:
1) She has progressed significantly in rank and is now a CO. I think they wanted to visually show that she has grown and time has passed. She has matured.
2) I believe it was Mac Walters who said that she has a more casual appearance to show that she is more comfortable around Shepard now where as the first game she was trying to prove herself as a hardcore Marine.
3) She says in ME1 that just because she's a Marine, doesn't mean she can't like "sensitive stuff". Also, Kimberly Brooks (her VA) even said that she loves the character of Ashley because she is complex and layered because she's been a Marine all her life, but she is still very much a woman. So she puts on a hard shell, but is much deeper and complex and is not used to showing that side of herself to others, which is why her relationship with Shepard is so important.
I think it's fine that she "let her hair down" so to speak (no pun) and is showing character progression. At least I'm assuming we will see growth in her character since ME1.
EDIT: Oh, and I have to say that her character's appearance is much more tastefully done than Miranda in ME2. It's unfair to compare them really.
