By the way in my case when I was trying to find the problem, it was easy to see if there was one or not. In the initial screen with the falling debris and the text "Press any key to start" moving the mouse would freeze the the image,

Unit Alpha: This may have been what you were experencing, as running a game in a window automatically disables v-sync. Try that tweak and run it fullscreen, should be much smoother.
"ForceFullVSync=False" didn't work for me, but "UseVSync=False" gave me a pretty significant increase in framerate.

But average of 40FPS in the game should be normal for you.
Except that the 6550m has half the actual shader processors as the 4850 and less than half the memory bandwidth. Clock speed doesn't really matter when you're comparing different cards. The 6550m is firmly an entire tier below the 4850.

Dunno, it's frustrating. ME2 has triple-buffering built in, hopefully it gets added back into ME3.lolwot wrote...
Has anyone found a way to turn on V-sync without double buffering? As of now, I have to choose between horrible tearing or an unsteady framerate. Why would Bioware prevent us from using triple buffering?

This is computer specs
Windows 7 64-bit
Intel® Core i7-2600K CPU @ 3.40GHz
8 GB RAM
AMD Radeon HD 6800 Series
Video RAM: 740.8 MB
Disk Space: 398.4 GB
and the game still lags during the menu what i mean when i try to move my mouse i have difficult pressing the buttons it takes 3 to 4 seconds to click a button and even the sound is also affected
also in character conversations it also lags so much that i can't press a buttons for decisions
also at the menu when trying to access EA servers it takes 8 to 15 seconds to access the net
when trying to registry my character the first part is lag free but at the end of it it starts lagging
Now here is the biggest problem
when conversations are happening they don't lag the only thing that lags is the picture so when the picture lags the conervsations continue even when the picture has not moved an inch. even text when that text is finished it does not dissapear and the text after that is currently being said even when the last text has not dissapeared! strange isn't it.

The fix that worked for me was to turn the Report rate down to 250 trough the Logitech setPoint control center as suggested. It was, however necessary to restart Origin after i changed the report rate for the change to take effect.
With my mouse at report rate 250 the game no longer turns into a mass effect slideshow presentation on the topic of frustration when i nudge the mouse. As an added bonus a very similar problem that i experienced with mass effect 1, which only appeared recently, seemed to clear out as well
