I can't seem to move them around my hotbar, is there a way to do this?

Apparently its a known issue several people are having. Dont know how to work around it though.

I just rebind them in options. It doesn't show on the screen but the game recognizes it. R-T-G for powers, 2345 for items. ESDF movement.
