put in

SmoothFramerate=True
MaxSmoothedFrameRate=valueyouwant

at the bottom of the gamersettings.ini that should be located in
mydocuments\\BioWare\\Mass Effect 3 Demo\\BIOGame\\Config

so if you have lets say a 120 Hz monitor, you'd want it to crank out as many as 120 frames per second at the most.
so you should type something like

SmoothFramerate=True
MaxSmoothedFrameRate=120

if you want to turn of vertical sync, go ahead and add "UseVsync=False" as well

not sure, i tried pasting in FOVAngle=value, but saw no difference between 75 and 100.

could be that it has to be posted under another section ( not [SystemSettings] )
or a different file entirely.
