Say you choose the Human Adept. You name him and distribute his powers. When you do, you can't reset his powers, his level, his name, anything.
As far as what you're thinking, certain classes have certain races attached to them. Krogans can be soldiers and sentinels, etc. You can just never reset any decision you make in its current state.

I'm hoping it allows you to get all your points back for a small XP or credit hit. I don't want to have to start from scratch just because I picked a skill I don't like.

It has been said there is a "Reset Powers" option once you're in the MP lobby, but it's greyed out. There needs to be a way to completely wipe the character, or people who want to try something different with the same race will be screwed.

I'm guessing that this might free up that character's slot, allowing you to start a new character of the same race/class. So, for instance, you play a Turian Soldier, and you promote them, thus 'deleting' that character (and increasing your readiness rating), freeing up the 'Turian Soldier' slot to create a new one.
As I say, complete and utter speculation on my part, but it makes sense (IMO), and I figured it was a relevant musing...
