I'm playing the digital version on a 250gb Slim console with no modifications (didn't change the HDD or anything).
I think the game runs a bit better than the disc version because loading times are not long and the citadel runs decent (not good, but decent).
Still, the game runs really bad in every cutscene (and even worse if there is action in the cutscene). The gameplay so far has good and bad moments. Though as soon as there are several enemies on screen it starts having problems
Adding an install option might help, but I can promise you that it won't be anything near to fixing the problem (at least, no non modified consoles)
As I said, in thing there might be some other problems. There was a part where gameplay managed to stay pleyable even with a lot of enemies, and reapers in the backround and all that. But then it went into a cutscene that was just a conversation and it was running at around 15fps- How can that be???, how can a game run a gameplay segment with a lot of enemies and IA and power and all that without much trouble but then starts running horribly in a cutscene with no action running with the same engine :S

Still ypmud's first point of it not being broken is right. The game is playable it's just annoying and stuttery, don't get me wrong though I am not defending Bioware mucking up, and I still wish they would tell us when they plan (if at all) to fix it, but saying the game is broken is ridiculous.

I mean, yeah the game isn't "broken" but it's also not acceptable. Of course I can finish it, but when the framerate gets in the way of the gameplay and doesen't let me enjoy the story (I mean, seeing action sequences in 15fps isn't really good) it's not acceptable and it's not whay I payed for.
