I've just acquired Kasumi, and wanted to download Zaeed in case he appears in ME3. However, Zaeed, while listed under the 'New Content Available' option accessible from the main menu, doesn't appear on the Xbox Live Marketplace, and trying to download him just gives me an unchanging 'Download Pending'. He is also apparently worth zero Microsoft Points. The same applies to Normandy Crash Site and possibly others.
Is this intentional?
Zaeed not available in Australia?

Yeah, Zaeed, the Normandy crash site and many others are intentionally free. As for Zaaed being available in Australia, If he wasn't then it would say the dlc is not available in you region, seeing as how you can download the dlc but get an unchanging "download pending" it means it is available in Australia. I get that "download pending" problem too (well it's not really a glitch or problem, just certain downloads take longer to get out of the "download pending" stage and start up.) , you just have to wait a litter longer and then the download will start, however if you wait around 10-20 minutes and the download still hasn't started, re-download it. If it still doesn't work than I'm afraid I can't help you.
