so I heard that I could change much more graphics settings from the folder Bioware/ Mass Effect 3 Demo/ binaries
but when I open that folder there's another folder there named Win32 and that is empty, what do I need to do?

I see what you're getting at, you're at your my documents folder which is the wrong location
the directory you're looking for is where your games are installed (specifically ME3 Demo)
you can find your directory by checking your origin client setting. hit the Gear button (next to the question mark if you're confused at my explaination) and under the General tab it says
"Select where you want to install your games"
navigate to that directory specify there and you should see your Mass Effect 3 Demo folder. the binaries folder is located inside there

I think you are looking for the Biogame directory, that is where you will find the config folder
