It might just be me, but is anyone else having problems actually getting powers to affecting targets?

I don't mean that in the sense of aiming the powers at targets; the powers go in the right direction, and seem to impact against the target, but it then does no damage.

For example, I've just done a run through as an Engineer and Incinerate was more likely to hit the target and do absolutely nothing than actually deal damage, even if the target was standing right in the open with nothing getting in the way of the explosion.

Is this just my imagination or is an actual problem?
