If my PC gains their 16th Bard level on level-up from character level 29 to 30, and has a base Charisma of 16, will they be ever be able to learn 2 6th-level spells?
On NwN2Wiki, the spell progression table shows that the bard can choose 2 6th-level known spells provided the bard has sufficient charisma to have a bonus spell of this level. Now, to be able to have bonus 6th-level spells, my PC must have a charisma score of 24 or higher.
My question is, is this a natural score of 24, or does the level-up process consider natural score plus any modifiers from equipment (e.g. +8 Nymph Cloak would give a total Cha score of 24...)?

It's 22, but yes, items counts for spells per day. You'd learn those 2 spells regardless of your CHA, but you would have 0 uses per day.
However, when loading a game or after certain transitions (module transitions only, I believe), the game calculates the spells per day first, and then the item bonuses. So you may need to rest to gain those extra spells from items at those times.

Getting the spells known is only really for when a class gets a base 0 spells per day; they can cast spells if and only if they have a bonus due to a high ability. Once you get other spells per day, you're all good.

Sorry, I'm slightly confused again; are you saying the same as Arkalezth?
I know I'm all good for casting the spells when I'm at levels beyond those which allow you to gain higher spells; my question was, if I limited the number of Bard levels to 16 and no more, would I still be able to cast 6th level spells, or would I absolutely require more levels of Bard?
Arkalezth is saying that I don't need more than 16; judging from the number of posts, I trust he's right! I hope your post meant you agreed with him; I'm just not too bright!

Fred's post is a bit oddly worded, yes. As I said, spells known depend only on bard level. CHA determines if you're actually able to cast them (they will appear greyed out if you can't, as if you had 0 uses remained).
If you have 16 bard levels (let's assume no spellcasting PrC), you'll know 2 level 6 spells regardless of your CHA (i.e. they'll be in your spell book). But to cast them, you'd need 22 CHA.
Just in case, I'll also point that the feat Practiced Spellcaster has no effect on this.
