PRECISELY my problem!
Turn up the lighting quality, the framerate drops to 17-18fps. No longer playable. Convo animations start noticeably exhibiting the slideshow effect, the video feeds in the council chamber start lagging badly behind the sound, etc.
Turn down the lighting quality, it runs 20-25fps. Not fantastic, but certainly playable. Except then every poorly-lit indoor area makes characters' faces look like Zoidberg just ran off wooping.
I wouldn't be complaining about it, except ME2 doesn't have this problem. I checked the settings in the config utilities - everything that has an analogue across games is set identically. Doesn't matter what I do - use beta drivers, disable Origin overlay, whatever - ME3 consistently runs 20-40% slower than ME2 at the same visual settings. Hell, the
main friggin' menu runs at 30fps in ME2, but can't seem to pass 17fps in ME3...
ME3 may look better, but it doesn't look 20-40% better.
