Why is female shepards default hair not avaible on customize character?

I read ages ago that it wouldn't be, not sure when or where

The default Shepards have their own look and texture. you have never been able to recreate Sheploo and then give him a longer beard or something. It's unfortunate because I'd like to give Default FemShep black hair but as my boy Bill Belicheck says, "it is what it is"
