Best bet is to lay down as much damage as possible, while trying to keep your distance. It's a pain when she cloaks, but if you look closely you can just about make her out. Then you use your boomstick.

10 ways that aren't sex-related (awww..)

1.projectile weapons (Scorp, Falcon, Striker, Acolyte, Venom, GPS, Graal,
crappy Krysae)- best universal solution esp if you're hosting
2. Stasis (Subnet they can dodge unless you hit them mid-animation)
3. OL or ED, or any instant spell w/ at least 1000N force to stagger them on gold/plat (like Biotic charge)
4. singularity + shoot
5. generic route: fire a power to force them into squatting, then line up a good headshot (NA if you are host)
6. certain melee. like krogan or N7 shadow's SS
7. hit them while they hop over cover or climb a ladder
8. throw a large-radius grenade but while not directly targeting them (so
they won't power block it and the splash can hit them- same works if
they are nearby something else- can combo/explode the enemy and the
splash can hit them)
9. (risky) get close enough to force them into
their melee anim, but far away enough that it doesn't hit (ie. dodge out
fast- the anim is long and leaves them open)
10. use the Juggernaut

They really do. In the SP campaign you can see a helmetless Cerberus soldier, and you can see his heavily modified, husk-like face. Cerberus gives those "enhancements" to all their soldiers (including Nemeses and Phantoms).
