No.  That is just the regular trooper grunts.

Phantoms have exotic looks and piercing green eyes that only slightly glow.

It's so fun reading this and remembering the good ol' days...

When a lone Phantom could take down a competent team.

When weapons like the Scimitar were used/talked about often.

When the Infiltrator wasn't widely regarded as the most powerful class in the game.

Kai Leng has Cerberus phantom upgrades. He doesn't look like a husk. Therefore, phantoms don't look like husks. However their eyes may be... well... blue and bright.

We never see Kai Leng's eyes.

Hmmm. Didn't the Illusive Man use those Reaper tech implants (hence the husk-like faces) to indoctrinate and maintain full control over his soldiers? At least I think that is what the implants are for (I haven't played the SP for a long time so I'm not sure).

How would he maintain complete control over Phantoms and Nemeses if he didn't implant them as well?

Best bet is to lay down as much damage as possible, while trying to keep your distance. It's a pain when she cloaks, but if you look closely you can just about make her out. Then you use your boomstick.
