Do you unlock characters by buying those packages in the store?

I got a Krogan soldier from the starter pack. So I would guess that's a yes.

You get them from 2 packs, the Recruit and the Veteran. You have a greater chance of unlocking characters in Veteran Packs then you do Recruits, but I figure that everything can be unlocked in the Recruit Pack. Its all random.

recruit seems to only advance your primary characters. save up and hope for the best with a veteran pack!

When I first went in, I got a "starter pack" too. I'm not sure if that is due to the Facebook recruitment app or not though since they say for each referral that does the demo you get another pack.
