Pierce is generally better. I have my vanguard spec'd to barrier^(for fitness), damage (I chose half blast which was stupid, I should of chosen power recharge) and force.
I just BC -> nova -> BC -> nova -> rinse and repeat, there's pretty much no gap in my spamming with the base 200% CD reduction. On gold I tank everything easily except for turrets because well... they're OP.

First off the Phantoms
Beautiful aint she? Anyway, She is designed as a Cover Take/Buster and Slow pressure enemy
~ She takes cover
~ When here health is low she will cloak and try to run away to regenerate
~ If you're in cover she will drop your shields and assassinate you.
~ She also can dodge bullets by cartwheeling and catch biotic attacks.. occasionally
~ The pressure part is when she skips towards you
So how do you beat her? First off unless you're an Adept with stasis you have to work together. Simply keep her at a distance and slowly drop her barrier. Once you do that unload on her with pull/throw/singularity.These powers keep her at bay. Just keep track of her and keep her under control or she'll sneak up on you.
Quick ways to beat her.
~ Use Stasis then just light her up
~ Close the distance on her with your teammates and rush her. Shooter her up
~ Keep her at mid distance and then use singularity to throw her around.

I have succesfully soloed alot of rounds and its not very difficult to deal with most of the enemeis once you learn how. The key to beating Phantoms is KEEPING TRACK OF THEM. What really gets you is when they sneak up behind, drop your shields, then instakill you. If shes behind cover healing and won't get out I'll snipe her, usually getting a kill (If I use my Mantis) even at full barriers and health. If shes coming after me I whip out my pistol and start pegging her while backing up and fire Warp at her to drop her Barrier. Both of these work great, considering she doesn't sneak up behind me..
On a related note, Atlases are not difficult to take down for the most part either. Just spam a fast firing weapon and Overload at its cockpit till the shiels drop then shoot your Sniper or Pistol at its cockpit and spam Warp to kill it.

Yep, you don't even need the adrenaline rush, just spam concusion shot and keep shooting her. She will go down pretty fast. Soldier.. the best class in the game.

When she's pressuring me I just cloak and she ussually starts cartweelding away, if she doesn't I rush back with a cloaked melee attack.
My Infiltrator is build around massive sniper and melee damage, but leans heavely on the use of cloak. With my cloak on I can pretty much one shot everything except an atlas. xD

Step 1:Use Overload BOOM Barrier is down or at 1 bar left. At this point she will atleast stop chasing you and start to stealth/retreat.
Step2:Use warp When she isn't stealthing or you have a clear shot
Step 3:Dance on corpse.

i had one of my friends get pwned by a phantom after charging it lol
This can work if you are fast and have spent several skill points. Hoowever, it is really frustrating to Biotic Charge passed your target and end up more confused than the Phantom who is now giving you a Gaddafi with her katana.
