Cryo blast seems to incapacitate phantoms as well. Just keep them frozen and shoot.

As a soldier you have two easy options: a) Adrenaline Rush + Headshot through open part of the shield. Grenade slightly behind the guardian. Especially fun if there are two Guardians close to each other and you manage to kill them with one grenade.
