No .. because Fallout 1 and 2 not matter how good they were never huge commerical success or changed how RPG's are viewed or how they can be done.
its all about pesceptive not from with in the RPG community but from the outside. You mention RPG to most people and couple of images would come to mind..
Final Fantasy, Zelda, Dungeons and Dragons.

So you were totally cool with walking into a room and just being able to stand there, shoot straight ahead and clear the room because the enemies would just weave back and forth into your fire?
