So I have a femshep who did all the romance steps with Kelly. I did not ramance anyone on my crew but did continue my romance with Liara. Now i am at the post campain and can not invite Kelly up to my quarters. Is it cuz i romanced Liara or did i do something else wrong?

No, did you talk to her after the Suicide Mission?? Did you check your email after talking to her??

I am in the exact same situation. I romanced Kelly, saved her, did not romance any characters in ME2, but continued my romance with Liara from 1 in Lair of the Shadow Broker; after completing the game and talking to Kelly I've never received the private message. Does continuing Liara's romance in Lair DLC before the end, and subsequently Kelly's email, prevent it?

I don't remember if I asked her if she liked aliens, so that may have been the problem. Maybe I'll New+ and try again
