This has happened on every playthrough so far and I'm wondering why.
On an Adept if you max out Throw at the beginning of the level it shows the cooldown as 4.6 seconds (taking the increase recharge speed at rank 6) by the time you finish the next room or two it has gone up to 6.6 seconds. I usually level up in here so that may be involved too, but why is the cooldown time changing by 2 seconds?
Liara and Garrus are staying the same.
Cooldown time for throw is changing on its own?

When you level up what skill do you select?? IIRC I had a problem with an Engineer that took a passive and it actually lengthened the cooldowns instead of making them shorter.

There is a bug in the demo where the passive cooldown reduction actually increases cooldown. There's a thread about it somewhere, but that could be the cause of the problem. It's been confirmed by a dev that the bug is fixed in the final version of the game, but it was still there when the demo was being finalized.

Yeah that's what it is. I just went through again and it went up 2 seconds just by opening the passive and moving around in there and reading, not even putting points in.

does this bug affect all cooldown reducing perks or only Adept ones?

ok just tested it with Stasis. With identical gear i got
19uses/min @184% gear
20uses/min @184% gear, with 25% reduction cost perk
Seems working.
