I'm running the PC version of the game through Steam.

OS: Windows 7
Processor: AMD Phenom™ 9500 Quad-Core Processor                                     
Graphics card: ATI Radeon HD 3600 Series, driver [8.17.10.1114]
Direct X Version: 11

It seemed to run fine in fullscreen, for the minute or so before I changed it, but as soon as I switch to windowed
mode or run it in a window at all, the screen flickers black or just
stays black on any interactive screens.

EDIT: I should specify it's the entire computer screen, not just the game window.

EDIT 2: Well now I feel stupid. I, uh. My monitor cable was very slightly loose. It looks like that was the cause of the problem.
