I've seen players with the Mattock, Phalax, and one of the rare submachine guns. Whats the best way to unlock these? Through the Recruit or Veteran pack?

More than likely the Veteran Pack, since I frequently buy the Recruit packs and pretty much get anything but new weapons.
That's just me, though.

Vet pack is the general consensus.
Recruit pack has a CHANCE to drop an uncommon item (weapon).
Veteran pack will always drop 1 uncommon item.

Veteran pack for new weapon. If you want to upgrade the default weapon buy recruit. I've got both Phalanx and Mattock in about 8 Veteran pack.

Funny enough I unlocked my Phalanx, Tempest and ALL of my weapon upgrades in the recruit pack, the Mattock and the Viper i unlocked in the veteran pack.
In fact, I seriously can't remember getting anything in the veteran pack that I didn't already get in the recruit pack, besides from the Mattock and Viper that is. :[

Keep buying Veteran packs. I've gotten my Krogan out of the starter, and my Asari out of my fifth veteran.
It's a pain, but the Xenos races actually prove to do a few things better then their human counterparts, sadly.
