I've just played with a Quarian and a Turian in my team. Why it is locked for me ?

so wait, you mean you buy it from an in game vendor system? like XBLM? Or the copy of the disc I buy may or may not have that available?

When you complete objectives in MP, you get credits.  You spend those credits between games, in the "Store" to buy either Recruit Packs or Veterans Packs.  

Look around and you'll find them.

There's a number of other threads about the differences and contents, but essentially it's a random set of goodies.

You buy a bag, that may or may not have a character unlock contained in it. there are 2 bags, Recruit pack and the Veteran pack, recruit pack costs 5000 credits and contains 5 random items, and then there's the veteran pack which costs 20,000 credits and also contains 5 random items but at least one of them is uncommon or rare.
I personally don;t like this system they should have made characters unlockable through progression and purchasing, like for example lvl 15 you can unlock Turian sentinel for 50,000 credits or something.

The store and also if you have people with the facebook promo and they have completed the SP portion of the game it will give you recruitment packs which will also unlock other races for other classes in the MP portion of the game.
