Why not? It's HIGHER! ME1 AND ME2 are on Maximum Setting and the Frame Rate for BOTH range from 40-60 FPS.

Let me put this in perspective. The recommended AMD/ATI graphics card is a Radeon HD 4850. Compared to your 6550m, the 4850 has more shader cores (800 vs 400) and higher memory bandwidth (63.5 GB/s vs 28.8 GB/s). Your graphics chip does not meet the recommended specification. So what if it does well with Mass Effect 2; the AMD/ATI recommended specification went UP for Mass Effect 3 (recommended for ME2 was a Radeon HD 2900 XT).
I do think that performance will improve with the release of the main game as they put in the final optimizations. But even then, your PC does not meet recommended specifications. If you want to get another PC for gaming, be sure to get a desktop. It's less expensive, and can be upgraded later on (so you wouldn't run into this problem of having to buy a whole new PC so soon).
If you haven't already, try disabling the Origin In-game client. That helps for some people.
