Seems like a glitch where the texture pattern keep appearing. You can see 2-3 pop-ins.

I personally wish this would happen more often. I immediately burst out laughing when I realized all the blood splatter on the wall. That's why I stopped for that quick second while reloading lol.

Yeah, this game needs more spatter with the gore. It's like the blood just fizzes into nothing as it ejects from their neck

It's no glitch or bug, it's in the game on purpose.
I've been seeing this all over the place, be it with a sniper, shotgun, or even with a pistol (albeit rarely).
It is also possible to let the enemy explode with a sticky grenade.
