I think that means they've already registered for the app and you can't add them if thats the case.

From this FAQ:

(...)you will unlock one Reinforcement Pack in the full version of Mass Effect 3 launching March 6, 2012 (March 9 in EU).

How do you understand it guys? Those packs will be avaible to unlock only 9th March (EU)? Which means I need to pre-order?
