That's a good question - Let me try to clear this up for you.
Action Mode is defined as a medium difficulty, minor decision mode making it ideal for players who just want to jump in and start taking names (as such the Soldier [as a default] class is selected for the player). These two options (scale of decision making and combat difficulty) can be changed upon starting any of our game modes so do not worry!
You'll have to be a little more specific in regards to "no power customization," as I don't quite understand the question.

You can change that by going to Mission Computer -> Options ->Gameplay -> Auto Level-Up - and adjusting the setting to auto level up you and your squad, your squad or no one.
I see your point in regards to how having a default class may feel restricting but keep in mind that all of these options can be changed (as much as you like) once you're in the game with whatever class you enjoy the most.
