My roommate got a rare Salarian Infiltrator in the first recruit pack he bought...it was SO not fair, since I have bought several recruit packs and haven't unlocked any new races yet. I also seem to be getting a ton of shotgun mods, and even an Eviscerator, but I never, ever use shotguns. I really hope the implement a trade system at some point...my Vanguard friend could use these things.

The question is though, is it AT ALL possible to unlock a rare item with the recruit pack or is it limited to the veteran pack?
Like has anyone rock solid proof that someone unlocked a rare item in the recruit pack or not?

This systems killing me, all I want is the widow and the last hour or so I played I got THREE claymores in a row! Admittedly it is quite fun using my level 20 infiltrator with just the claymore but it's starting to become a boring grind attempting to equip my class to match my play style. On a side note the hornet smg is realllly good, too bad about it's insane weight though, about the same as the mattock.

It's now the weakest smg, takes an entire mag to kill a basic trooper on bronze.. Mines only at level one though so it could have potential.

I'm starting to feel a little lucky now. Both my brother and I got the turian sentinel in our starter packs but since he was playing as it, I haven't tried it out. Since then though, with only buying maybe 10 or 12 veteran packs I've unlocked both the asari adept(AMAZING) and the Carnifex.
Would have loved to get the gold smg, but oh well. The carnifex pistol is nearly on par with the viper sniper though. Accidently switched to the carnifex on my infiltrator and since I have a scope on the pistol I didn't even notice until the wave was almost over.

Aw, crud. And that with the apparently miniscule chance to unlock it. Although I got four or five Mattock unlocks by now, so it may be that after first unlocking it, upgrades become more common.

I, for one, can vouch for being able to get characters in Recruit packs, and I support OP's theory of them being a third type.
Testamony: At first I got a Krogan Soldier from my Starter pack, and I bought Recruit packs from there. After a few buys, my friend and I switched to buying veterans. He got the M-300 Claymore, I got the Viper
. After buying Veteran packs for a full day, we switched back to Recruits, deciding they were more efficient in the long run. My first Recruit pack then got me the Asari Adept. In addition, one of my other friends got the Drell Vanguard from a Veteran pack, and those are the only two characters I've heard of firsthand that were through the packs.
