Yeah, that's my impression of it. I'm not impressed. It's a lighter-weight mattock that nerfs your situational awareness.

I got mine in a vet pack, not sure if its rare or uncommon though (just been buying vet packs)
It's not that good to me, the damage on it is so low, that said it is more like an assault rifle with a scope.
