I have been playing with just a assault rifle with +166 weight which is nice but I just unlocked the widow.  Is it worth carrying rifle and widow and taking the heavy weight penalty?

For a soldier I think you shouldn't have to worry overmuch about weight unless you really like spamming concussion shot. You can still use grenades without incurring cooldown so yeah unless you really rely on the two recharge based powers I'd definitely go for the extra gun.
