In the demo for ME3 you start with super low cooldown for all abilities, and then there is the second section where it seems like the cooldown times are normalized. They are all much longer than they were in ME2. The great pull-throw combo in ME2 seems to be impossible for ME3, or at least it takes long enough that it isn't fun anymore. When I said this to a friend who owns ME1 and 2 but hasn't tried the demo he said that it was enough that he wouldn't be buying the game. Personally, I woudn't go that far, but I will say that the pull-throw combo was my favorite part of ME2. I 've played all of the classes through once, except I've done an Adept 3 times now. If they don't change the cooldown times, it might be enough that I'll consider the second game to be the best in the trilogy, and that would be sad since my favorite thing about BioWare is that every game they make is better than the last.

This is actually not the case by the way, what they've done is added a weight system whereby the less weapons you carry the faster your cool downs are, hence why at the start you can spam everything continually, whereas in the second section your cool downs are rather slow. In the full game you can choose how many weapons you want to carry and thus tailor your cool downs to suit how you want to play.
In other words, that Pull-Throw combo will be far easier to do in ME3 than it was in ME2 if that's the kind of gameplay you enjoy.

In short the long cool downs in Surr'kesh are because your Adept is loaded down with a soldier weapon load out. If you don't do this (hint: try an Adept in multiplayer to see how things really work) then you get extremely fast cool downs.
It is possible to work around this limitation of the demo by buying up your passive ability to max out your carry capacity and then buy further cool down for warp/singularity. This should get you close to ME2 levels. To truly experience Adept awesomeness tho do I as I suggested above and try Adept in MP.

Also in the level up system there's a lot of places to lower your cool down speed, and if you go minimal weapons and armor that gives the most cool down bonus and pick those level up options, you could probably throw biotics around like they're going out of style.
