This is a bug that's left over from Mass Effect 2 PC.
It was never fixed last game.

If you have squadmate powers hotkeyed, then minimize
the hotkey bar in the top left, sometimes the squadmates
cooldowns never complete and you're stuck not being able
to use there powers until your display the hotkey bar again.
This NEVER happens as long as the hotkey bar is displayed.
There's other visual info that lets you know when cooldowns
are completed so I'd like to be able to minimize the hotkey bar.
Less UI = More Immersion.

I'd really hate to see that bug carry over from Mass Effect 2
to Mass Effect 3.
