It really depends on the person themselves, I've played with some level 1s that struggled through the early waves but slowly got the hang of what their role in combat was. And then there are those level 1s who think they're the hero and don't revive team mates and focus on killing mooks instead of completing objectives.

I agree with OP, low level people only play gold in hopes of a better players to carry them.
