Keep some bullets for raging Krogan mercenaries, cloaking Geth infiltrators and who knows what else will try to tear you apart on release day

Overload damages Barriers AND stuns them (Neural Shock - Rank 5) for a few moments, leaving them ripe for a few bullets.
Stasis stops them altogether.
Biotic Charge > Nova > Nova > Biotic Charge rapes them leaving them zero chance to even fire their cannon.
Good Infiltrator's can get Headshots on Phantoms leaving them severely weakened.
Singularity can also leave Phantoms as cannon fodder.
Krogan can Heavy Melee Phantoms easily.
And to provide the most obvious solution I will quote Jacob: "Bullets Can"
Seriously whilst using Powers does make it tenfold quicker a good player should be able to take them out at range using bullets. They can't fire there cannon whilst flipping PLUS you can easily trace their movements if you have decent concentration. Honestly I lost track of how many Phantoms I have decimated as my Level 17 Human Vanguard, Level 20 Asari Adepts, Level 8 Human Soldierm, Level 12 Turian Sentinel and Level 13 Infiltrator. Christ just learn how to play the game instead of ****ing for nerfs. Without Phantoms there would literally be NO challenge in Multiplayer outside of the INCREDIBLY SLOW Atlas and the "Don't have to kill them anyways" Turrets...

Engineer, Vanguard, Soldier, Infiltrator, Adept. I don't really play Sentinel.
You just have to figure out your strategy with each class.

Overload is just a great skill to have for any situation. I took the neural shock evolution on my turian sentinel and it is almost the only skill I use.

Their hand cannon thing is absolutely way to powerful able to kill a soldier in half a second. They can use it while moving and give no animation to show that they are going to shoot and their hand doesn't flash when the shoot so it is impossible to predict or tell if you are going to be hit or are being hit.
If they only shot while standing still that would be logical and fair.
Their high health, fast speed, invis and brutal swords are fine though.

Phantom's are very, very easy to kill if you are asari adept, or human vanguard. For adept stasis + 2 headshots from my carnifax and they are dead. Vanguard can just charge + nova them a couple of times.Dylia wrote...

From watching others fight them, Stasis + Sniper rifles take Phantoms down extremely easily. Vanguards can also use Biotic Charge + Nova/Heavy Melee to take them out. On my Turian Sentinel, I use Overload to strip their Barriers which sends them scurrying for cover. I then follow it up with a headshot from my Mantis to take them out.

Bronze is difficult enough for the lowest challenge rating, IMO. You still die if you don't pay attention and groups routinely don't make it to or through wave ten. Sure, a full team of level 20's ( or 10+ ) seldomly fails, but it happens. Especially when people run black ninja style into a turret or two.

they seem to stop shooting you or miss a lot if you keep hitting them.
problem is when you have to face 4 or 5 of them along with 2-3 atlas in silver or gold at same time.
