I just played a game where somebody had a serious mic issue.
But the game doesn't allow you to see who is talking and when, so you cant tell who it is or mute them.
Short of sending everybody a message to turn their mics off, or unplug their kinects, there isnt much you can do

You can just go to their profile and click "Mute"...
Mute each person until it stops.
