Challenging Scaling

Hi all,
As we all know, the game uses a 'limited, persistant' scaling system. I'm curious though about what constitutes an "area".

Presumably, if I enter the Wilds at levels 3, 4, or 5, then the enemies will be at whichever level I entered in.

What happens if I go on an extended shopping trip at level 6? If I go to Denerim Market District, Orzammar, and Brecilian Outskirts at level 6, will I forever lock them at the lowest bound? Or is it each loaded area? So if I never leave the shopping/safe area in Brecilian Outskirts, when I finally enter the forest proper at level 15 to fight stuff, will it be scaled to level 15, or 6 when I shopped? :?

I'd interpret it as meaning that when you enter a specific area (Ortan Thaig vs The Anvil of Chaos) that it locks the enemies in that area. So if you went shopping in Orzammar, but never actually went into the Deep Roads, then the areas in the Deep Roads would not be locked until you actually entered them.

I was wondering this too, I went to the dalish camp to get potions and I hope I didn't lock the mobs at a low level :P
