My starter pack unlocked the Drell Vanguard, who has cluster grenades as an ability. But when I try to play him, cluster grenades doesn't show up in the quick slots, and I can't figure out how to put it there. How can I use this ability without bringing up the tactical screen?
(This is on the PC version)

Either restart your game or enter a new lobby, assuming that you've already put points into cluster grenade.

You encountered the quickbar bug. Just select your drell (or whatever toon you want to play), quit to main menu and start the game again.
This happens on all character change, but a MP restart solves it (until you want to change toons again).
