The CE (Back when it was announced) was leaked with the DLC titled "The Prothean -- Character and mission pack". Also, he's apparently african. If the datamined voice sample truely is genuine, that's some exceptionally ****ty choice for voice acting.

Because it doesn't fit with what we know. The automated recording on Illos didn't have that accent, nor did Vigil when you spoke to him.

Well, for me Tali's accent was fine simply because of her character build. You only see her suit but little details like her hands and feet made me imagine her looking like a female version of Nightcrawler minus a tail. So the choice in accent Sroka used for her wasn't as jarring.
The artwork for Prothy doesn't have the same kind of effect though, when putting the voice sample with it.
