Well, I do have all of the gold weapons and most of the N7 weapons.
The Collector Rifle hasn't come up even once. The reason you have to unlock it by an exclusive pack is because that is the only way to get it.
This whole issue needs a definitive answer. If the only way you can upgrade the CAR is by promo codes, Bioware has seriously messed up. They should remedy the situation by implementing an additional means of upgrading for those who have redeemed at least 1 code.

Seems like a waste, IMO - I just hope that it gets added as DLC later on, or even added as a 'regular' multiplayer weapon, since I just don't see that many people forking out for console peripherals and the like just to upgrade a pretty average rifle.

Acquisition: It will not drop in packs. You can only get it as part of a promotion (DLC code). Right now, that's limited to ME3 themed Razer accesories. The Dark Horse Digital promotion expired on March 21. I contacted Game Stop to see if the Onza controller they sell has the code and it does not. So you have to buy the items from Razer directly, I suppose.
I just purchased the controller. It's wired, but I think in the long run I'll save money on batteries.
I'm hoping that the Homeworld comics will eventually have a deal like the Invasion series. I got all of the Invasion comics before the game came out and I was still given the deal.
Impression: Fast rate of fire and very accurate! On the heavy side so you'll most likely only equip it on characters that do not rely on short cool down rates for their powers. My engineer build (lvl 20) can eqiup a level 1 Collector Rifle with a 101% cool down rate. Won't equip it though since I spam Overload. However, I can see equiping it on a soldier or infiltrator (if you're like me and suck with sniper rifles). MAYBE even a Batarian or Turian sentinel since they seem to be able to carry heavier loads with fewer cool down penalties.

Anyway, i have it up to level 6 and whilst it won't cut the mustard on gold, it's still plenty viable on silver. I use it with my BF3 soldier, carnage then finish off with the CAR. I like rapid fire weapons they fit my play style better, on bronze it's great fun. (Notice i use bronze together with fun before someone comments).
I know i suck at this game because i tried a Sabre 2 on bronze and failed badly, yeah i know sabre on bronze, but it's fire rate just wasn't my cup of tea. Would take the CAR anyday.

Missed out on the Art of Mass Effect Universe book to, as far as I hear. Rumor was that you had to pre-order it. Whoops.... Anyway, again, you'd have to spend like $1000 if you want to get all upgrades and not have to buy the same thing twice.

I can back this up. My friend got the Collector Rifle awhile back for pre-ordering from EA origins site (PS3). He still has it at lvl I because the gun isn't added to the pool of random items in packs.
Pretty bad, considering the gun's usefulness depends on it being lvl X. Otherwise, it's too heavy.
Maybe they'll release the Collector Rifle along with Collector enemy types in the future? Just a possibility.

A $35 mouse pad is incredibly expensive. We aren't talking pesos, here, but American dollars. As an engineer, I feel totally comfortable saying that the quality of the Razer pad is reflected in somethign selling at half it's cost. Most of the price is likely tied up in licensing fees. Look at the fact that all unlocks are random and can still be purchased with real world currency and you can understand just how much EA wants your money, even if there is little value to you as a consumer.
