I've got 18 points to put into either one for a level 20 Human Vangaurd. I have charge, fitness, and alliance training maxed.

Mix of both. Nova can be used right after a charge or nova then charge away (which also gives you 100% shield).

Depends...
Shockwave is the perfect weapon against Turrets, Atlus, and Guardians... also great as support power fire.
Nova is the perfect weapon for close-quarter crowds and setting up your charge in peace.

Nova, IMO. While Shockwave is nice enough, its range is quite limited. You simply have to be circumspect around Engineers and their turrets. Get a good secondary weapon so that you can keep away from them, I recommend either a heavy pistol or SMG ( the Phalanx is incredible, if you have the good luck to unlock it ).

I went Nova because it's new. No sense in going with old stuff until you've tried the new. It works well once I got the hang of it, and fun. Nova/Charge combo can be used against turrets in silver with great care and some help.
And, yes, I've been using SMG with Vanguard this time around. Tried shotguns for the first few levels but it was disappointing.

Nova + Nova in a group-> Charge someone in the group -> Nova+Nova the same group = dead group.

I prefer Nova myself, along with a Carnifex (makes the Phalanx look like a pea shooter). Too bad Shotguns aren't really usable as a Vanguard, the super fast cooldown on charge is too much of an advantage, and you have heavy melee, nova, and a pistol that destroys skulls if you really need additional point blank range damage. And the Carni with a scope is more powerful than most sniper rifles at long range, it's an absolute beast and every Vanguards best friend.
But yeah, I prefer Nova, why would you waste a cooldown on shockwave when you can charge in instead, fill your shields, then follow up with more close-range pain, which is what you are built for. Nova doesn't work off cooldowns, so it makes more sense to combo with charge than shockwave which takes away your ability to charge (and thus regen shields) for a short period.

I also prefer nova. I put put one point into shockwave just so I can use it against enemies but maxed out nova when coupled with charge is a great combo.
I also just roll with a shotgun to keep cooldowns low.

This is how you play Vanguard in ME3 Multiplayer:
1) Charge
2) Nova
3) Repeat steps 1 and 2 until extraction.

Nova, with half barrier-consumption at rank 5 and double-damage to defenses at rank 6. With this on a human Vanguard with maxed Charge (rank 6 100% barrier regen), Alliance Training (weapon capacity increases and weapon weight reduction), and carrying only a Shotgun you can:
- Run at the enemies and just before barrier fades, Nova -> Charge -> Nova -> Nova -> Charge -> Shotgun = group of dead baddies
- Have just a 3.8 second cooldown on heavy Charge
- Take out Turrets and even Atlases solo by going Charge -> Nova -> Nova -> Charge -> Nova -> Nova -> [repeat]
- Take out Nemesis and Phantoms but going Nova -> Charge -> Shotgun

Nova. You can do everything that shockwave can do, versus atlas'/phantoms/guardians, with charge and nova.
Plus nova is great for damage.

shockwave utterly defeats the purpose of playing human vanguard.
cerebus turrets - use pistol from cover or just call them out.
geth turrets - you should just charge/nova while you're "tanking" prime.
guardians - charge headshot, repeat if neccessary
nova is what allows you to charge 3 pyros, two primes and some chowder and be fine.
(ps: host or don't bother)

If you are taking shickwave instead of nova you'd be much better off with the Drell or Asari.
Actually even better with the Adari Adept.
Nova is the one thing that makes the human Vanguard a great class.
