Concussive shot does jack s**t to them, at level 20 on bronze you take off one-two notches with a level 5 power... Frankly, you're better off using adrenaline and spraying them with avenger or tempest rounds. Hell, on silver I just try to hipfire them to death with my viper, that works better. the stasis bubble makes them really vulnerable though, especially if you have a mantis or widow, since they aren't going anywhere and their head is such an easy target.
I don't think I ever said concussive shot. To be honest I'm amazed its still in. It was a rather lackluster power in ME2, so I've never really considered it now.
To clarify my original post, as far as I know, any power that strips a barrier also can cause a ragdoll or pani state on the phanto which sets it up for an easy kill.
And as the OP for this thread has said, the real problem with Gold 9 is the fact you have everything but the kitchen sink thrown at your team at once

My Asari Adept was basically on Phantom duty when we played Gold. Whatever side of the stage Phantoms were spawning, I'd run there, Stasis them, and we'd gun them down. They became a non-factor.
