Veshialle is too darn expensive.

Yes you do, it's an easteregg bonues...best sword in the game I would say. Should of seen my DW Noble Rogue A/D with it and the keening blade.

Yes, you need the Warden's Keep DLC to obtain Starfang.

Yes, I'm fairly certain you need the Warden's Keep DLC to get Starfang. as the NPC that makes it is located there. And it is indeed a great 1H longsword for my shield carrying PC. (I've not tried the 2H version, so I can't speak to that.)

Wissenschaft: Find the adventurer's corpse in the southwest corridor of the Ruined Temple during the "Urn of Sacred Ashes" quest.then talk to the adventurer in Tapster's Tavern in Orzammar and examine a body in the elven ruins. it will point you to Denerim. where in a house in the back alley's you find Gaxgang who has the sword.

I'd probably go keening in this case though. Having said that, veshialle > keening for a dual-wielder

While it's not the scope of this convo, for anyone curious about the 2H version of Starfang, it's pretty much as good as it gets 
I'd only match up Ageless against it and even then Ageless loses some DPS, but has more interesting stats.

I think Veshialle is better given good stats, since it scales, whereas Keening Blade does not scale -- it has a lot of fixed numbers. Also, Veshialle is an axe, and axes have 1.1 multipler on strength bonus (another thing that scales), so it will make up for whatever damage it has lost via raw numbers easily. Don't forget stamina regen.

Damage wise looks pretty close, keening got good base damage, the axe have 1.1 str modifier.
+attack vs crit chance is a tough call also...The axe have sta regen which is great for S&B. Tough one...Pick the one that looks better =P
BTW for a DW rogue it is the axe hands down

Veshialle for my sword/board warr yields slightly better dps since it gives a nice boost to crit. With Leliana's Song of Courage and using Precise Striking I'm rocking close to 26% crit.

For those thinking of duel wielding the Keening Blade and starfang are a great combination cause they are very similar looking blades and so look good as a pair.
To answer the question I always go for damage as a warrior criticals seem to fire pretty often and the speed of attacks makes small bonuses very useful.

Depends on your equips.
Remember, its +1 stam regen with a lvl 2 combat training, and momentum is -2. If you don't wear any other +stam gear, then Veshiale is definitely better. Even if you have another +1 stam gear, Veshiale is better due to the fact that 1 stam regen per tick is infinitely more times than 0 per tick.
But if you're already wearing other +stam equips (like say a full set of Wade's superior dragonscale armor that gives a total of +2), then Keening Blade is preferable because it looks cooler lol.
