1 Veteran pack. Recruits are designed to upgrade the base equipment and weapons. Getting new weapons and classes from them would be a chore. Rare (gold) items would be impossible to find.

Generally I think it's better to go with veteran packs as they've got a higher chance of uncommon & rare items additionally they tend to give you consumables in packs of 3 at a time so you don't even lose out much in the way of consumables.

I've been going recruit packs. I can get 4 of them which gives me a shot at getting something "useful" while the veteran packs have too many times I get nothing I can really use.

I haven't bought a single recruit pack (apart from the free one you get at the start).
Vet packs have served me well but sometimes I don't get missiles which is a bit annoying on Silver when you run out and there's 5 Atlases coming at your LZ all at the same time.

If I have the money I always buy veteran packs. If I'm getting ready to go into a game and I'm all out of medigel or rockets I'll buy a recruit pack.

Veteran vs Recruit: Recruit will upgrade your basic weapons/components while supplying atleast 3 single use items, with a chance of an uncommon anything.
Veteran will provide you with three single use items, and atleast two of each of them. It will upgrade basic weapons/components or give you a new weapon/mod. It also will contain one uncommon item all the time.
It really depends on what you need. I got a M=9 Tempest, so I spammed recruit packs, it's now an M-9 Tempest V with a Spare Clip Capacity V and a Thermal Heat Sink. Meaning it has 90 shots and 25% of those won't actually take a shot from the clip.
...The shame is I don't actually use submachine guns, I was trying to get upgrades for my Viper Sniper Rifle. :/

Veteran packs will get you bigger guns and new people to play as, as well as some more effective mods for weapons, the recruit pack will give you a pretty large amount of supplies (cobra rockets, medigel, ops packs and spare clip boxes) and make the basic weapons like the mantis and avenger more effective, as well as supplying one type of mod for each weapon type and giving starter characters extra customization options and exp.
All in all, the recruit pack will get you nice and well supplied and power up you're weapons, and the veteran pack will get you moderately supplied and give you newer, more effective guns. Recruit pack will help you most when you begin, as you burn through rocket and medkits, and later on the veteran pack is the way to go.

i got a mattock salarian infiltraitor and a bunch of weapon mods from a recruit pack but veterans fill your ammo and medigel faster with a chance of a bonus item and additional xp so hard choice i'd go with vet if you got full medigel and ammo but if your running low buy a few recruit packs I AM KROGAN!!!

I tend to get Veteran packs. Recruit packs, to me, generally aren't worth it. It's fine when you are doing Bronze stuff. Once you start getting into Silver Difficulty, I think Veteran packs are what you should aim for.

I'm approaching N750 and have mostly bought Veteran packs. I've unlocked a few things I wanted, but I still have a number if good things locked like the Krogan soldier, the Carnifex, the Widow... And ALL my guns and mods were level 3 or lower. I spammed a handful of Recruit packs, and now several of my guns and mods (namely the Avenger) are above level 5. (My engineer gets 200% recharge with the Avenger and it's accurate at any range now..) I did finally get the Revenant out of a vet pack, but my 2 gold guns (Rev. and Claymore) are both level 1 and I don't even have AR clip/capacity or damage mods at all. I also JUST got level 2 for my Mattock.. Do you have to have Vet packs to *upgrade* gold weapons?

i got my phalanx from a recruit pack
veteran packs only gave me good updates so far
im not sure which to choose
im still trying my best to keep buying veterans just to get the f***ing widow but still no luck

My only problem with Veteran packs is that I run out of Cobra Missiles and Health packs much more quickly than I do Medi Gel or Ammo packs. I have something like 150 ammo packs and 3-4 health packs and missiles at any given time.
Other than that, Veteran packs give you much better quality equipment and upgrades.
