You should buy a mix to ensure you always have the consumables but also that you are unlocking and upgrading at a reasonable rate.

if you're just starting, go on veteran packs only trust me

Go for Veteran packs until you have the weapons and mods you want, then recruit packs to upgrade those.

Once you have a Mattock, or a Claymore, or a Widow, the upgrade for those appear in the recruit packs as well. It's how I'm able to run around with a Carnifex X.

I got two Veteran Packs in a row. They had a drell Vanguard and an asari Adept.

So I've been trying yo unlock the shotgun blade attachment, myself. The wiki lists it as a "common" item so I thought it might be best to buy a lot of recruit packs. I must have bought over 60 of them by now, but no luck. (I did get a lot of useful mantis and avenger upgrades, tho, as well as some useless shuriken upgrades). Do you guys think I'd have a better chance of getting the shotgun blade by buying vets?

I keep buying the Spectre Packs so I can get the BW or Javalin.... and well...... I have a Disciple X for my Vanguards out of it, and a Claymore III for my Soldier.
OH.... and a gazillion character cards

Recruit pack works for me to level up classes (human) I don't regularly use, Veteran pack serve me to upgrade or get uncommon items. All this depends on what you want/need. ie If you want random gold items, buy Spectre Pack or Premium Spectre Pack, if you want new weapons, buy the Weapon Pack (99000 cred)

Everything is 255 limit. Also you keep getting more but the are lost after a game.

255 I believe and you just keep getting them but they will disappear after logging out, but I don't know for sure.

I don't believe there is a limit. BroJo keeps saying that there has to be something that's unlimited in the game so you can still get stuff for your money, and that happens to be consumables of all levels.
