What's the highest rank someone has been before unlocking a new race? I'm currently 30 without any new race from my packs.

It's entirely random.
Veteran Packs have a higher % chance for a rare card but even then it's minimal.

I was around level 40 untill I finally unlocked a Quarian engineer (which kind of sucks since my main character is a Vanguard).

My very first pack gave me the Drell Vanguard , since then i have had Quarian Engineer from a Veteran pack , more often that not i get a gun that i have already unlocked:?

It's random and as far as I can see, it doesn't take too long to unlock another race. I unlocked the krogan soldier at N7 rating 5 (only had three characters, two lvl1s and one lvl3).
Just shy of N7 lvl80 now and only have the Quarian to unlock (race-wise; profession-wise... still working on it)

I got the Krogan Soldier on my second pack purchase so...very, very random, and entirely unralted, so it seems, to rank.

I've been super unlucky. The only race I want to unlock is the asari (adept), yet I've gotten everything in the third column but the asari adept. My N7 rank is 74.

I was one of the lucky ones. My second veteran pack (I think my N7 rank was like 10 or something) gave me an asari.
Then, ~14hrs of gameplay later, I finally got a turian. Nothing else since.
I know this is repeated a lot around here but... I hate this random unlocking bull.

You want to talk about unlucky, try this:
My N7 rank is over 80 now and I've only unlocked one character, Krogan Soldier, whom I have little interest in.
My squad members have all unlocked the third column of characters and none are higher than N7 R50, some as low as R25.....
I don't understand why BioWare thought that RNG unlocks would be addictive; mostly, I want to smash my tv in with an Xbox controller every time I open a Vet pack.
