I have an idea for the co-op story choice system. Create morally gray choices to avoid complication of being renegade or paragon. These gray choices are voted among four teammates depending on silent dialogue, if the group reaches a split decision they play a mini game interruption or split up different routes.
Assuming this will be actually a dlc, The antagonist would not be the reapers rather a small organization suddenly thrive in power during or after galactic war exploiting the destruction. Unlike Cerberus who have disciplined army's, these guys are anarchy to the core. What keeps them together is a fierce leader or head group that has the means and the violence to let it continue. Just like certain african countries being weaken by civil war and those who are not caring about the outcome or sides goes pillaging.
