So i dont understand how you rest.
I am playing a mage and
her mana bar doesnt fill up all the way anymore. I am assuming its a
fatigue factor but I cant seem to find a way to rest the party. I tried
in an inn and I tried at camp but I cant seem to find how to do it. ANd
the manual doesnt really explain it. Can anyone help? I just got out of
Lothiering.

You have a persistent spell effect activated. Probably Rock Armor--check the quickbar for a spell that is lit up.
You don't have to rest, when you're outside combat your health and mana regenerate automatically, but it does take a half a minute if you're very low.

You most likely have an ability turned on. Perhaps flaming weapons or something like it?

Some abilities (the ones you can turn on and off) have an up-keep that means it will constantly reserve some mana for those abilities, you should probably never use more than two sustained abilities at the same time or you will have no mana to cast spells.

More specifically, "Sustained" spells/talents don't cost any mana/stamina to cast. They only chop off a certain ammount from your maximum limit while they are on. You can actually activate these spells with no mana at all.
But yes, you have to turn them off to get your maximum mana back. In fact, it's more efficient if you turn them off when you're not in combat. Then, when you get into combat, cast other spells to use up some mana, then activate your sustained abilities. That way, no mana is lost.
